Flexible Passport Rule for Dual Citizens Extended

For many years, Israeli law required all citizens holding Israeli citizenship – even dual nationals – to both enter and exit Israel exclusively on an Israeli passport.

During the COVID-19 period, however, both Israeli consulates and embassies abroad and government offices within Israel experienced prolonged closures and severe service reductions. As a result, countless Israeli citizens often found themselves unable to obtain or renew Israeli passports. To address this difficulty, the Interior Ministry issued a special exception permitting dual citizens to travel using their foreign passports. This policy was subsequently extended several times.

Chaim V’Chessed has now learned that authorities intend to extend this exception into 2026 as well. As a result, dual citizens who hold both Israeli and foreign citizenship will be permitted to continue entering and exiting Israel using their foreign passport.

Chaim V’Chessed will continue to monitor this matter and update the public with further developments.

UPDATE February 17, 2026: The Interior Ministry has , once again, extended this rule, until September 30, 2026..
