- As of today, foreigners are barred from entering Israel. Having a student visa is NOT sufficient grounds to receive permission to enter Israel. Similarly, the fact that one is a member of Bituach Leumi is also insufficient. The very few exceptions to this rule are some instances where one can prove that their entire family is in Israel, while they are stuck abroad. Even in this scenario, it is not always possible to receive an entry permit.
