Israeli citizens are generally required to enter and exit Israel with an Israeli passport, even if they hold a passport from another country.
Currently, dual citizens are allowed to enter and exit Israel using their foreign passports. See here for more information.
First-time passports and passport renewals are issued by advance appointment only. To schedule an appointment, visit www.govisit.gov.il and choose to make an appointment at רשות האוכלוסין וההגירה for דרכון ביומטרי.
Passport for a Minor (Under Age 18)
One parent and the child must be present at Misrad Hapnim to obtain a minor’s passport. If only one parent holds Israeli citizenship, that parent must be present.
If parents are not married, each must affirm and sign his/her consent at a branch of Misrad Hapnim or at an Israeli embassy/consulate abroad before the child can receive a passport.
To obtain a minor’s passport, one will need:
- Teudat zehut of parent(s) with the child listed
- Payment submitted online or in person (Israeli credit cards only)
- For first-time passport or renewal
- Payment in person: 165 NIS
- Advance payment online
- November – February: 110 NIS
- March – October: 145 NIS
- For first-time passport or renewal
- For lost, stolen or ruined passport replacement

In general, a passport photo of the applicant will be taken at the appointment. For small babies, you may consider bringing a photo with you in case the baby will not cooperate with the Misrad Hapnim staff.
Passports of minors are valid for five years.
Passports are sent via HFD delivery service, usually within 4-6 weeks. The applicant should receive an SMS with tracking information.The passport will be available for pick up either at a distribution center or locker near the applicant.
Adult Passport
To obtain an adult passport, the applicant must appear in person at Misrad Hapnim along with:
- Teudat zehut
- Previous passport, if applicable
- Payment submitted online or in person (Israeli credit cards only)
- For first-time passport or renewal
- Payment in person: 315 NIS
- Advance payment online
- November – February: 185 NIS

Emergency Travel
Temporary Passport Issued at Misrad Hapnim
Someone who needs a passport urgently for travel and does not want to apply for an emergency passport in the airport (see here) can apply for an emergency passport within 2 weeks of their flight (up to 48 hours before) in one of 17 branches of Misrad Hapnim around the country, see here for a list.
An appointment is needed, made on govisit.gov.il. Payment must be made online in advance on go.gov.il/passpay.
Bring the following:
- Teudat zehut (or parent’s teudat zehut)
- Expired passport (if relevant)
- Two recent Israeli passport-size photos
- Flight ticket
- Receipt of online payment.
Applicants will also be asked to apply for a regular biometric passport.
The temporary passport is generally ready within 3 days.
It is valid for one year, and may only be issued once. A second issuance requires special permission.

Temporary/Emergency Passports at Ben Gurion Airport
There is a branch of Misrad Hapnim located in Terminal 3 on the 2nd floor, which can issue a temporary, non-biometric passport on the spot if the flight is within 48 hours. This is only available under specific conditions, as listed on www.gov.il.
One will need :
- Teudat zehut (or parent’s teudat zehut)
- Old passport (if applicable)
- Two passport photos
- Flight ticket
- Israeli credit card for payment

The passport is valid for one year.

Online Applications
Some citizens may apply online for a biometric teudat zehut or passport without visiting The Population Authority (Misrad Hapnim).
Who can apply?
One must fulfill ALL of the following criteria in order to be able to apply online for biometric ID (teudat zehut with or without a passport):
- Israeli citizen
- At least 18 years old
- Currently in Israel
- Fingerprints on file with Misrad Hapnim
- No changes needed to personal information
Additional requirements when applying for a passport only:
- Must have previously applied for a biometric teudat zehut or passport, and is now between the ages of 21-60
- Previous passport expired within the last six months or due to expire within a year.
Teudot zehut and passports applied for online are valid for only five years.
An ESTA visa to the United States cannot be issued using a passport applied for online.
Application process
When filling out the online application, one will be required to upload:
- A recent headshot of the applicant
The image must be a clear, sharp photo of the applicant’s head, centrally located in the photo, facing forward and with no shadows. A headcovering is allowed as long as it does not cover one’s forehead or chin.
Eyeglasses may not be worn.
This photo will not be used for the ID card, but is necessary for comparison with the photograph stored in the Ministry’s system.
- In cases where payment is required – the receipt number will be requested.
Applications are made on the government portal, my.gov.il.
Upon completion of the form, the applicant will be given a code. Save this number as it will be needed to receive the document.
Processing and Delivery
Processing time: 6-8 weeks.
Teudat zehut: Delivered via registered mail with Israel Post, either to your door or a local post office.
The four digit code must presented upon receiving the package in order to activate the card.
It is also possible to activate the card by calling *3450, on the Government Portal or in person at any Misrad Hapnim (no appointment required).
Passports: Delivered via HFD Delivery Service. The applicant should receive an SMS with tracking information.The passport will be available for pick up either at a distribution center or locker near the applicant.
